Freight benefits now reduce real operating costs
Location benefits now lower fuel consumption or port handling fees instead of cutting the carrier's whole invoice. The carrier's service tariff stays intact.
Road benefits reduce actual fuel use. Road access, local road conditions, and applicable community improvements change the fuel needed for road transport. The fuel charge follows that consumption; the carrier's service tariff is preserved.
Port benefits apply at seaports. Coastal and port traits reduce handling fees the carrier pays at seaports used by the route. They do not discount a local truck delivery, crew costs, or the carrier's base tariff. Rail access alone does not reduce truck fuel use.
New quotes can be higher where a blanket location discount previously cut carrier revenue without reducing costs. Customer prices for already booked shipments stay fixed. No government subsidy or compensating payment is created.
