NPC buyers stop overpaying

A few traders discovered that system buyers — carrier fuel restocking, construction-yard supplies — would sweep the sell book at any price, however absurd. That loophole is closed:

• Fair-price ceiling. Every automated purchase (NPC carriers, NPC construction yards, and your own Auto Supply automations) now pays at most 1.5× the resource's volume-weighted average trade price over the last 30 game days, falling back to the country's reference prices on quiet markets. Asks above the ceiling simply don't fill.
• Shipping quotes protected too. The fuel surcharge on freight quotes is clamped to the same fair ceiling, so one gouged gasoline ask can't inflate every delivery in the country.
• Sell orders priced fairly are unaffected — this only bites listings far above what the market actually trades at.
