Cities now manage a finite supply of land

Rental listings and purchase auctions now draw from the same finite municipal land stock, with clearer city capacity and predictable releases.

Land is now a finite, shared part of each city's economy:

- New businesses can still get started quickly by renting. Cities automatically replenish a small, zoning-diverse rental buffer whenever reserve land remains. - Municipal land for purchase is released in small weekly auctions, drawing from the same reserve instead of creating new parcels. - The construction flow shows how much land is available to rent, under auction, or still held in reserve — including when a city has genuinely run out of space. - When a municipal lease ends and its buildings have moved out, the parcel returns to the rental pool. Municipal stock can also be reallocated between rental and sale as a city's needs change. - Auction bids are secured in the parcel's local currency and ownership transfers only after the winning payment settles.

Buying and bidding remain available to every player. Pro adds optional city auction reminders and access to completed comparable-sale history; it does not provide priority access, cheaper land, or stronger bids.
