Governments can grow their logistics fleet
A government can now commission a Distribution Center — built through the normal construction lifecycle — to add a depot to the public carrier it runs.
Governments already own their region's logistics carrier and set its rates. Now they can expand its fleet.
Build a Distribution Center. From a government's Buildings tab, the blueprint picker now includes a Logistics group with the Distribution Center. Commission one the same way you build a park or a school: the state plans it, you supply the materials and hire a construction crew, and when it finishes it adds a delivery depot to your government's carrier — more depots means more concurrent deliveries across your territory.
Municipal governments build in their own city; national governments choose any city in the country. It runs the exact same construction flow as every other building — no shortcuts, no auto-build.
