Counteroffers on published deals

Propose a different quantity and unit price on a published deal. The publisher can accept, decline, or let the counteroffer expire.
A corporation responding to a published deal can propose a different quantity and unit price.
- Accept or decline. The publisher can accept one counteroffer, decline it with a private fixed reason, or let it expire.
- Normal checks still apply. An accepted counteroffer updates the deal and uses the same storage, ownership, penalty, and signing checks as a normal acceptance.
- One accepted offer. Accepting one counteroffer closes the others on that deal.
Counteroffers cannot be exchanged between blocked players.
