NPC sea freight is now available

A finite fleet of system-operated cargo vessels now keeps ocean routes available before player shipyards and carriers come online. Foreign sourcing can use multi-port sea itineraries without waiting for the first player-built ship.
International sea freight now has a practical starting network.
- NPC carriers have a finite opening fleet. Every operational seaport receives a feeder vessel, while regional and international ports also receive a container ship.
- Long ocean routes can use intermediate ports. Sea-preferred sourcing can connect markets across several maritime basins, including North America–Europe–Australia itineraries.
- Transit ports stay fuelled. A player-less country can still be a working intermediary, so its active vessel ports now replenish Marine Fuel.
- Player logistics still matter. The starter fleet is deliberately limited; player-built vessels can expand capacity and player carriers can compete below NPC prices.
