National carriers keep their own books

State-run carriers now earn and spend from a wallet of their own instead of the national treasury's or the municipality's, so a government deficit can no longer ground its freight and freight income no longer hides that deficit in the treasury's ledger.

Until now a national carrier paid for fuel out of the same wallet that pays welfare and public wages, and its fares landed there too. When a treasury ran a deficit, its carrier could not buy fuel however well the freight itself was doing — and while the freight was doing well, the treasury's ledger looked healthier than it was.

- Every state-run carrier now has its own company and wallet. Its fares, fuel, port charges and logistics tax all move through that wallet, and it starts with the same opening float the air network gave it at launch. - Government ledgers show government money. The treasury and municipal ledgers you govern no longer carry freight income or carrier fuel and fees. The carrier's tax now reaches the treasury as real income. - Old shipments are untouched. A shipment paid before the change keeps its record, and a cancellation refunds you from the wallet that received the payment.
