Port and airport fuel now sails where a sea lane exists
A city's port or airport fuel is now shipped by sea when a lane exists and it costs no more than the road, it waits to fill a hull unless the tank is running low, and a tank served by sea orders earlier to make room for the voyage.
Sea was already the cheapest way to move a city's fuel on most lanes, yet nearly all of it went by road. Municipal fuel restocks now take a ship where one can sail.
- Sea first, when it is the better deal. A restock books a sea itinerary when one exists, costs no more than a quarter above the cheapest quote, and is no dearer than the road. A cheaper road haul still wins, and a road haul still beats a route that would depend on jet fuel. - Never from a dry port. A ship only sails from a port whose own marine fuel tank is above its reorder point, on every leg of the voyage. Otherwise the fuel goes by road, or by air on an island. - A tank that can wait, waits. Fuel bound for a tank that is still above its reorder point pools on the hull like any other cargo, so a vessel is not sent half-empty for it. - A tank that cannot wait sails the ship. The moment the tank reaches its reorder point, the hull leaves on the next pass. - Ports order earlier for a voyage. A tank whose fuel last came by sea orders when its remaining fuel covers the voyage plus a day, so the ship has room to wait for a load. - Nothing changes for your own carrier. A player-owned vessel keeps the pooling policy its owner set.
