Labour costs now follow the wages you actually pay

A business's daily payroll on the Staff tab, the labour cost built into the goods it produces, the production tax on that labour and builders' crew rates now all use the wages payroll really charges. Before, they used the rate posted for new hires.

Every game day, payroll charges each business for the people it employs, at the salary each of them was promised. In a city with Labour Shortage the bill is 25% higher than those salaries, and in a city with Low Cost of Living it is 20% lower.

Several other numbers were worked out differently: the number of filled seats multiplied by the rate posted for new hires. Posting a higher rate changes nothing for the people you already employ, and a personal raise does not move the posted rate, so those numbers drifted away from what you were actually charged.

From now on they all use the bill payroll charges:

- The Staff tab. Daily Payroll is exactly what the next payroll will charge. Target Payroll is that bill plus every open seat at its posted rate. In a city with a labour trait, a line under the total shows the salaries and the local adjustment. - Production cost. The labour built into the cost of the goods a factory, mine or farm produces follows the real bill. A raise now counts, and a posted rate nobody was hired at no longer does. In a Labour Shortage city the labour share of your production cost is 25% above the salaries themselves, and in a Low Cost of Living city 20% below them. - Production tax. It is charged on that same labour cost, so it moves with it. - Construction quotes. A builder's default hourly rate, and the rate public works builders charge, are based on what the crew is actually paid, including the local labour market. Quotes rise in Labour Shortage cities and fall in Low Cost of Living cities. A builder that has set its own rate keeps it, and an order you have already placed keeps its price.

Nothing already recorded changes: goods in stock keep their cost, and past payrolls and taxes stand.
