Staff of a building sold for demolition go back to the job market
When the government bought a building to tear it down, its staff stayed employed at a building that no longer existed: never paid, and unable to take another job. They now return to the job market, and the citizens this had stranded have been released.
When you sell a building to the government and it is deconstructed, the building is torn down and you receive the sale price plus part of its materials.
Until now its staff were never let go. They stayed employed at a building that no longer existed: they were not paid, they could not receive unemployment benefits, and no other business could hire them.
That is fixed. When a building sold to the government is torn down, its staff now leave and return to the job market, exactly as they do when you demolish a building yourself.
The few citizens this had stranded, together with a handful left behind by an older demolition bug, have been released and can be hired again.
Nothing changes when the building stands on land you lease from the government: the city takes it over, it keeps operating, and its staff keep their jobs.
