Cities retry stalled housing projects

Construction Economy

Cities now retry material purchases and builder hiring for planned apartment buildings. A temporary supply or funding problem no longer leaves a project permanently forgotten.

Municipalities now revisit planned apartment buildings to buy missing materials and hire a builder when one has not yet been hired. Projects can move forward when supplies, transport, and funds become available.

Materials already delivered or on their way count toward the requirements, so retries buy only what is still missing. A failed attempt to start a new project also no longer leaves an empty project blocking the city's next attempt to build housing.

For new material deliveries, cities first try the cheapest shipping option. If it cannot be booked or paid in the required currencies, they try road transport and then the fastest option. Every booking still requires enough funds in each currency charged.
