More capacity at municipal construction yards

Municipal construction yards can now handle at least ten construction projects at once, giving growing cities more building capacity.

Municipal Public Works yards now support at least ten concurrent construction projects. Yards with higher capacity keep it.

Player construction yards still start with one build slot and can add more through normal expansion. Construction still needs materials on site and the builder's fuel and tools. Existing contracts keep their agreed terms.
