Grounded flights and sailings now get their fuel

Logistics

An airport or seaport holding a departure for lack of fuel now orders the fuel that departure needs. Before, a tank resting at its starting stock never reordered when a large aircraft or ship needed more than it held, so those departures could wait indefinitely.

Every flight and sailing draws the whole leg's fuel at once from the tank where it departs. A city restocks its tank when the fuel falls to a reorder point, and that point was set by how much fuel recent departures had burned.

A tank with no recent departures kept a reorder point of half its starting stock. When a larger aircraft or ship needed more than the tank held, its departure was held, burned nothing, and the tank never fell to the reorder point, so the city never ordered. Some airports and seaports waited this way for almost two weeks.

A city now reorders as soon as its tank cannot fuel the largest departure it is holding. Those departures leave once the fuel arrives. Where the market in that currency has no fuel for sale, the city posts a standing bid on its exchange.

Fuel is also back on sale on the Moscow, Panama and London exchanges, where it had sold out.
