Fuel-short ports load aircraft and vessels they can fuel first
At an airport or seaport that has been holding departures for lack of fuel, cargo now goes onto aircraft or vessels its tank can fuel before larger ones it can't, spread across several if one is not enough. Before, it could wait there on a large one for the city to refuel.
Cargo normally boards the largest aircraft or vessel ready at a port, so other shipments can share it. At a port already holding departures for lack of fuel, that largest one could need more fuel than the tank held, and the cargo waited with it, even when smaller aircraft the tank could fuel were standing by.
At such a port (a departure held there for lack of fuel for more than three game days), cargo now:
- boards aircraft or vessels the tank can fuel first, spread across several if one is not enough, and
- no longer joins a larger one the tank can't fuel while one it can is ready.
If nothing the tank can fuel is ready, cargo still shares one larger aircraft or vessel and waits for the city to refuel, as before. Every other port loads exactly as before.
