Governments commission civic buildings — parks, libraries, hospitals, museums, stadiums, monuments — funded by the treasury. Each builds through the normal construction lifecycle (supply materials, hire a crew) and, once complete, raises the prosperity and consumer demand of its host city; national works lift the whole country.

Governments can now build. A sitting government commissions civic public works — City Parks, Public Libraries, Public Hospitals, and at the national level Museums, Stadiums, and Monuments — funded directly from the treasury you control.

The same lifecycle as any building. A public work isn't conjured into existence. It starts as a planned construction project owned by the government treasury and runs through the exact same lifecycle as a corporate building: you supply the materials, hire a construction crew, and watch it progress on the same building cards, with the same statuses and progress, on the treasury's construction page.

The payoff. Once complete, a civic work raises the prosperity — and therefore the consumer demand — of its host city. Municipal works lift their own city; national works lift every city in the country by a smaller amount. The effect is capped so a government can't run away with it, and it's re-evaluated continuously, so a demolished work's boost fades.

Public works are how a government turns tax revenue into a happier, higher-spending population — and a popular incumbent.
