Carriers need local footholds: warehouses join the shipping network

A carrier can only take road orders in cities where it operates a Distribution Center or a warehouse. Build warehouses from the new Logistics → Warehouses tab to open new cities; national carriers hold a depot everywhere as the universal-service backstop.

Shipping just became territorial:

- Local presence is required to book. A carrier — yours or a national one — can only take a road order in a city where it operates a Distribution Center or a completed warehouse. Every leg of a multimodal route follows the rule: the pickup is run by a carrier with a foothold in the origin city, and the final delivery by one present at the destination end. - Warehouses are the expansion tool. The new Logistics → Warehouses tab lists your footholds, their storage, and a one-click path to build more from the Small Warehouse blueprint. Storage upgrades now apply to warehouses, and the Small Warehouse's base capacity grew to a real 250 m³. - National carriers keep every city served. Each country's flagship now holds a depot in every city as the universal-service backstop — beatable on price by any local operator, including you.
