Government construction for education and housing

Governments can commission civic works, education buildings, and housing.

• Available buildings. Select Build and choose a blueprint under Civic, Education, or Housing. The selected government treasury funds the project.
• Construction controls. The Government page's Buildings tab shows project progress, material supply, and builder hiring through the standard construction lifecycle.
• Government scope. Select a government from the roster to view only that government's Treasury, Taxes, Buildings, and Transactions. National governments choose a host city in their country; municipalities build in their own city.
