See what opening will cost before the Business License is spent

The final review of the build wizard now shows a server-quoted cost of opening the business — priced per currency, with every line stating how firm it is — before the step that consumes a Business License.
The last step of the build wizard used to show one material estimate and then spend a Business License. That spend cannot be undone, so the weakest number in the game was sitting on top of its most expensive decision.
Now the server prices the plan and shows it to you first.
- Quoted, not guessed. Land purchase or lease sign-on and construction materials walked down the real order book, plus the payroll of the staff the business cannot open without.
- Currencies stay apart. Each currency gets its own subtotal. Nothing is converted behind your back, and there is no single grand total — that would be a number that is true of nothing.
- Every line says how sure it is. A firm quote, a provisional estimate, or unavailable — and an unavailable line tells you what stopped it, such as an order book too thin to fill the materials.
- It advises, it does not block. The plan never stops a build the game would otherwise accept. A thin market makes the plan say less, not refuse you.
- What it cannot price yet, it names. The builder's price, opening stock and inbound freight depend on choices the wizard cannot capture yet. Rather than invent a figure, the plan lists them as open and says why.
More of the plan gets priced as those choices arrive in the wizard.
