Tax changes are now proposals you can object to

A government can no longer swing a tax rate in one click. Each rate may move at most five percentage points per game week, every change is held open for two game days while players object, and it lands only if the objections do not carry.

A ruling party used to change a tax rate by writing it. The only limit was the 60% ceiling on the combined national and municipal burden — so within that, payroll tax could go from nothing to sixty percent in a single click, and the first anyone paying it knew was the bill.

Every tax change is now a proposal:

- It may move at most five percentage points per rate, per game week — counting what the same government already applied that week, so a rate cannot be walked up in daily steps. Taking a tax to the ceiling now takes months of governing rather than a moment. - It is held open for two game days while anyone eligible to vote may object. Objections need to reach a bar — three players, or a quarter of the electorate, whichever is higher — set when the proposal opens so it cannot move underneath you. - It lands through the world, not the click. When the window closes, the change applies only if the government still holds its mandate, the movement still fits the week's cap, and the combined ceiling still holds — because the other tier may have changed its own rate while the window was open. If any of that fails, the proposal expires and no rate moves.

A government may withdraw its own proposal before it lands. Applied changes are permanent history: what a government did is now a record, not an overwritten number.
